I have the honour to refer to my secret

(142) telegram No. 179 of the 16th September relating to the

transmission of arms and materials from the United

States to the Chinese Government, and to inform you that

an assurance similar to that mentioned therein is being

given to the United States Government that nothing

will be done to impede the shipment of arms to the

Shanghai Municipal Police and to Thailand.
